Bio

Tim McEvoy is the founding Director of the Children's Welfare and Domestic Violence Clinic which began in 2025. Under his supervision, student practitioners represent trauma exposed clients in Juvenile Courts, Civil Courts, Appellate Courts and Administrative hearings. Specifically, students represent minor clients in Child in Need of Care (CINC) proceedings and as attorneys for the child in contentious custody proceedings. Students also represent adult clients exposed to Family Violence and Intimate Partner Violence in Civil proceedings including divorce, custody, orders of protection and support matters. Professor McEvoy also trains his students to engage in administrative advocacy with federal and state agencies for their clients. 

Professor McEvoy arrived at Loyola after spending nine years as the Deputy Director of the Tulane Domestic Violence Clinic. Prior to Tulane he spent five years as a staff attorney with Southeast Louisiana Legal Services in New Orleans. At SLLS, he litigated hundreds of family law matters involving domestic violence in both trial and appellate courts. Professor McEvoy ahs trained social workers, police officers, lawyers, judges and advocates on Louisiana's domestic violence and sexual assault laws. Through partnerships created through his work, Professor McEvoy was able to successfully petition for a change in the Code of Civil Procedure to allow for use of affidavits in lieu of testimony in obtaining a judgement of divorce under Article 103.5.

Professor McEvoy's early legal career also included two years in private practice in New Orleans, specializing in commercial litigation and at SLLS as lead attorney overseeing a team of lawyers and AmeriCorps staff assisting over 500 low-income clients across multiple jurisdictions in response to the BP Oil Spill. 

Professor McEvoy is a member of Louisiana and Massachusetts Bars, and is admitted to practice before all Louisiana courts, U.S. District Courts for the Eastern, Middle and Western District of Louisiana, and the U.S. Fifth Court of Appeals. Professor McEvoy currently serves on the New Orleans Domestic Abuse Fatality Review Team and the city's Sexual Assault and Domestic Violence task force. 

Professor McEvoy grew up in Seattle, Washington and came to New Orleans after college where he taught eighth-grade math in the New Orleans public schools through Teach for America. When not working Professor McEvoy enjoys golf, swimming, spending time with his family and completing DIY
