Bio
Professor Rookard joined the faculty in 2022. He previously taught administrative law as an adjunct professor at Indiana University Maurer School of Law, where he also earned his law degree, summa cum laude. He earned his bachelor's degree, summa cum laude, from Pacific Lutheran University.
After graduating from law school, Professor Rookard clerked for Chief Judge Jane E. Magnus-Stinson and U.S. Magistrate Judge Mark J. Dinsmore, both of the U.S. District Court for the Southern District of Indiana. Before joining the faculty, he practiced privacy law, telecommunications law, and civil litigation and arbitration as Counsel at a Washington, D.C. law firm and served as a Staff Attorney at the U.S. Sentencing Commission.
Informed by his practical experience with federal agencies and litigation, Professor Rookard’s research focuses on fairness and transparency in administrative law and civil procedure. He has published articles on these subjects in the Texas A&M Law Review, Maryland Law Review, Administrative Law Review, Indiana Law Journal and UMKC Law Review. He is a co-author of the Administrative Law hornbook (West Academic Publishing, 4th ed. 2023) and Administrative Law and Process casebook (Carolina Academic Press, 4th ed. 2020).
Professor Rookard's latest article, The Common Threats of Artificial Intelligence and Privatization, is available in volume 12 of the Texas A&M Law Review. His follow up article, Inherently Human Functions, is forthcoming in volume 100 of the Tulane Law Review.
