Bio
Julien serves as Deputy General Counsel and Chief Compliance Officer at Loyola University New Orleans, where he provides legal and strategic counsel to university leadership and oversees compliance across institutional operations. In this capacity, he guides governance, policy, and risk management initiatives while advancing Loyola’s mission through a strong culture of ethics, transparency, and accountability.
Before joining Loyola in 2024, Julien held several senior leadership roles with the City of New Orleans, most recently as Chief Procurement Officer. He directed the City’s purchasing and contracting functions, led key initiatives to enhance competition and equity in public procurement, and managed emergency contracting during crises such as the 2019 cyberattack, the COVID-19 pandemic, and multiple hurricane seasons. Julien previously served as Deputy City Attorney, managing the Transaction Group within the City Attorney’s Office and advising departments on major solicitations, contracts, and compliance matters.
Earlier in his career, he worked as a paralegal for local law firms, specializing in commercial and maritime law. An attorney admitted to the Louisiana Bar and formerly to the Paris Bar, Julien holds advanced law degrees from the University of René Descartes–Paris V, La Sapienza University of Rome, and the University of Toulouse. He is fluent in French, English, and Italian, and has participated in national and international legal collaborations, including the Bloomberg Center for Cities and Harvard University’s Government Performance Lab “Leading City Procurement Reform” Program.
