Today, postsecondary education and training are prerequisites for jobs of the new economy. Of the 30 fastest-growing occupations, about two-thirds require postsecondary education or training.

In higher education, the U.S. is being outpaced by other countries. The U.S. ranks 9th in the world in the proportion of young adults enrolled in college. However, the U.S. has fallen to 16th in the world in the share of certificates and degrees awarded to adults ages 25–34—lagging behind South Korea, Canada, Japan, and others.

More than half of college students graduate within six years. However, the completion rate for students from low-income families is approximately 25 percent.
