Mayor David Riggins of Vinton, La. addresses a packed governors press conference held at the state capital, on the subject of changing FEMA rules to help finance police, fire, public safety and utility workers salaries. These are essential services. Congressman Charlie Melancon has proposed amending the FEMA rules to accommodate these needy communities. Many of the regions municipalities are on the verge of bankruptcy. Many are not able to meet next FridayÕs payrolls if financial assistance is not attained. At present, FEMA will only cover over-time pay for city and parish employees. Mayor Riggins says his small community only needs about $125,000 to meet his annual payroll expenses but the relief is critical at this time.
