Jordan Avenue as River 24 September 2005 1pm. Forty years ago, the lower 9th WardsÕ Jordan Avenue had a wide drainage canal going down the center of it. Though it was covered in concrete long ago, the canal has reclaimed the old neighborhood once more as Hurricane Rita caused breaks an already stressed hurricane protection system. The mostly African-American neighborhood has bore the brunt of many storms, having to have been nearly completely rebuilt after Hurricane Betsy flooded the place back in 1965.
